Child Care Leave
The Government has issued orders through GOMs. No.209, Finn. (HRM.III)
Department, Dt. 21.11.2016, for a period of 3 months for child care leave,
to look after two adult children up to 18 years of age not exceeding 15 days
in total service (22 years in case of disabled child) subject to the
requirements of examinations, illness etc.:
- This is only allowed if the child is dependent and has lived with the government. Servant.
- Can't get LTC during this holiday
- The leave account for child care is maintained in the prescribed proforma and is kept along with the employee’s SB.
- The head of office must ensure that an employee receiving child care leave does not affect office performance.
- This requires the prior approval of the competent authority.
- It can be combined with any type of leave that is eligible, including maternity leave, except with CL or SCL.
- This is acceptable even during the probation period. The probation period will be extended to that extent.
- Vacation pay is paid in wages drawn before going on vacation.
- Should be granted to women employees of the State Government. To look after two older children up to the age of 18 (22 years in the case of a disabled child)
- For a period of (3) months, not exceeding 15 days in any spell, not exceeding 6 spells, in total service
- Permission is granted only if the child is dependent and resides with the government. Servant.
- Leave pay equal to the salary drawn before going on leave.
- Combined with any leave except LTC.
- Also allowed during probation. However, the probation period will be extended to that extent.

Order:
In the Government Order 3rdread above, orders were issued
constituting 10th Pay Revision Commission and Government
appointed Sri P.K. Agarwal, IAS (retired) as Pay Commissioner.
2. The 10th Pay Review Commission submitted its report to the government
recommending that all female employees be granted childcare leave to care
for two older children up to the age of eighteen (18).
3.The government, after careful consideration of the report, has the power
to grant child care leave to women employees of the state government who
have minor children, for a period of three (3) months, not exceeding 15
days. Any spell in the overall service to look after two older children up
to the age of 18 (22 years in the case of a disabled child) for the needs of
tests, illness, etc. subject to the following conditions:
(A) In case of two adult children up to the age of 18 years and
in the case of a disabled child up to the age of 22 three months child care
leave can be granted not exceeding 6 mantras. Child care leave is allowed
only if the child is dependent and living with a public servant.
(B) Do not get LTC during childcare leave.
(C) The leave account for child care is maintained in the prescribed
proforma and is kept along with the service book of the concerned public
servant. Vacation will be deducted from the child care leave account. It
should not be clubbed with a regular holiday account.
(D) The head of the office must ensure that an employee receives
childcare leave without affecting the performance of the office, for which
the necessary orders are issued depending on the office conditions.
(E) Childcare leave cannot be considered the right thing to do. This
requires the prior approval of the competent authority.
(F) Female employees must be paid leave pay equal to the wages
drawn before the hearing on leave.
(G) Childcare leave can be combined with any leave other than
LTC.
(h) Childcare leave is also allowed during probation. However,
the probation period will be extended to that extent.
(i) Maternity leave up to 180 days is separate from childcare
leave and may be granted by continuing childcare leave or any other leave
except casual leave and spl. casual leave.
(4) These orders will take effect immediately.
